Campus Safety and Emergency Preparedness

Campus Safety In the wake of the tragic events at Virginia Tech University, higher education institutions throughout North America are seeking to enhance campus protection and overall emergency preparedness. SimplexGrinnell is uniquely positioned to help colleges and universities work through these difficult challenges.
Not only do we possess a wealth of experience in providing protection systems and services for higher education, we also have planned and installed mass notification systems for numerous educational institutions over the past three years. So whether you’re interested in adding campus-wide mass notification capabilities to an existing fire system, or want to take a more comprehensive approach to life safety and emergency preparedness, SimplexGrinnell can assist. Specifically, we can provide some or all of the following:

·         Needs analysis based on your existing life-safety systems infrastructure, applicable codes and standards, and overall protection goals

·         Development of short-term strategies that can potentially be implemented before the start of the next school year

·         Recommendations for a long-term, overarching life-safety solution that encompasses a full range of systems and technologies, including fire alarm, sprinkler, security and emergency communications

Mass Notification Systems
Mass notification systems can provide real-time emergency messaging to inform, warn and direct people to take shelter or evacuate in the face of a threat to life safety. Mass notification systems (MNS) operate within buildings, throughout a campus or in large outdoor areas covering acres or miles. They can include satellite campuses and off-site buildings. Visual, audible and text notification devices can transmit predetermined messages or live emergency instruction from a command center. The MNS can deliver a common message to all locations, or area-specific instruction. For example, particular buildings or floors can be notified to lock down and shelter in place while others may be instructed to evacuate.

Integration of MNS with existing fire alarm and communications infrastructure
SimplexGrinnell stands out among other providers because of a total solutions approach that leverages your investment in life-safety protection systems. There are important benefits to integrating MNS with a fire alarm system in comparison to delivering mass messaging via less secure telephone or Ethernet networks. Fire alarm networks have built-in survivability as well as battery backup – which means they are “always on” and therefore highly reliable. Constant circuit supervision can identify problems in horns, speakers, signs and other devices, helping to keep the notification system operating at peak efficiency.

We routinely integrate fiber optic and encrypted wireless communications into our Simplex® 4100 and 4100U Universal Fire Alarm Platforms and other brands. The wireless option can increase survivability in the event of an attack or other emergency.

Stay Code Compliant
Mass notification systems are subject to emerging standards established through NFPA, DoD, UL and other entities. SimplexGrinnell’s knowledge and understanding of codes and standards can be valuable in helping to keep your critical life-safety systems compliant – now and in the future.

Improve campus safety now and move ahead with a comprehensive plan
Rather than limiting your options to select systems or brands, SimplexGrinnell can bring a full range of MNS functionalities into an overall life-safety solution. You may decide to proceed with an initial short-term solution that provides measurable improvements in campus safety. Those campus safety advancements can then be communicated to students and their families. As you plan for the future, SimplexGrinnell can help you define and implement a comprehensive life-safety strategy carefully tailored to your facilities.

An Array of Code-Compliant Mass Notification Solutions

Amber Strobe Lights

Strobe Relatively quick to implement, amber lights signal an emergency other than fire (clear white). Operating on the same circuit as the fire strobes, they are activated at the fire panel or command center and made to flash campus-wide or locally. A simultaneous audible signal is provided by the existing Fire Alarm system.

Alternate Audible Signal
Fire Alarm horns can emit a specific sequence intended to differentiate between a fire and non-fire emergency.

LED Text Message Signs
Digital signs explain what is occurring. A heading such as “Intruder Alert” or “Shelter in Place” is followed by scrolling instructions or added detail. Signs display up to 32 predetermined messages or text entered real time at the command workstation.  During non-emergency periods, the same signs can display ordinary announcements via a LAN connection. Lower-cost signs that display a choice of static messages such as “Evacuate” are another option.

Voice Evacuation

Voice Evacuation A cost-effective way of implementing Mass Notification, this adjunct to the Simplex® 4100 and 4100U Universal Fire Alarm Platforms delivers highly intelligible voice messaging to a single building or networked buildings. The system supports live voice, holds dozens of prerecorded messages and delivers up to eight
different messages simultaneously to differentspeaker circuits. SimplexGrinnell can retrofit Voice Evacuation in other major brands of Fire Alarm panels. For buildings whose Fire Alarm does not support audio communication, SimplexGrinnell can implement a separate voice messaging capability.

Security Alarm Buttons
These addressable points throughout a facility enable witnesses to alert the command center to trouble occurring at a given location. CCTV cameras automatically focus on that area while a response team is mobilized.

Emergency Call Stations
With the advantage of two-way voice, emergency phone stations speed reporting of incidents and automatically pinpoint the caller’s position. While many institutions already have this technology, consideration should be given to increasing the number of locations. A wide range of indoor and outdoor, pedestal or wall-mounted configurations is available.

Outdoor Horns, Speakers and Towers
In areas between and around campus buildings, structure- or pole-mounted speakers and/or horns are connected directly to the Fire Alarm system audio system. For very large area coverage, SimplexGrinnell can implement “Giant Voice” tower systems.

Multiple Voice Command Centers
When redundant command centers are created, a “take control” switch and special indicator lights facilitate appropriate use.

Constant Supervision of Audio Systems
If a conventional music and paging system is used for emergency voice, speakers should be constantly monitored for faults. SimplexGrinnell can implement constant supervision of speaker circuits to identify and correct problems before performance in an emergency is compromised.
