Mass Notification Systems


Mass Notification Systems integrate fire, security and communications systems to provide emergency notification to individuals within a building or multiple buildings, or a much larger area covering many acres or several miles.

The outdoor portions of the system are similar to the old civil defense warning sirens, with the key enhancement or distinction of being able to alert and direct people instead of just alarming them.

Mass Notification Systems can be thought of as gigantic public address systems that provide prerecorded or live voice communication to personnel over a wide area by use of a highly secure encrypted wireless network. This wireless communication increases survivability of communications between panels and siren towers during a disaster or attack.

The applications for Mass Notification Systems are numerous and influenced by many agencies. For example, the Occupational Safety and Health Administration (OSHA), the Nuclear Regulatory Commission (NRC) and the Environmental Protection Agency (EPA) are heavily involved in the petro-chemical and power industries. The Federal Emergency Management Agency (FEMA) is involved in natural disaster type applications.

Beginning in 2004, Mass Notification Systems will be mandated in most United States Department of Defense (DOD) facilities. The mass notification requirement was added in April 2002 to the DOD's "United Facilities Criteria" (UFC). The Minimum Antiterrorism Standards for Buildings document UFC-4-010-01 is the upper level standard that calls for Mass Notification Systems (section 2-3.6) and UFC-4-021-01 is the Design and O&M: Mass Notification Systems document. According to these criteria, Mass Notification will be required in all new DOD construction as well as in leased buildings, additions, expeditionary and temporary DOD structures.
